The different bars are showing, the testmode is showing me right location, job etc etc, but it's not actually working. When I hit the dummy nothing happens, the plugin stays in "place holder" mode. The ACT parser is working fine, if that's any indication.

Go to Plugins -> FFXIV Settings, check "Disable Parsing from Network Data". This is easy and results in very slightly worse parsing. Add an exception in Windows Firewall for ACT, and launch ACT as an admin whenever you run it.
