There are two adjustment to make, one with the lever down in draft control position and another with the lever up in position control. While the lift top is off it's best to replace the lift piston o-ring, remove and clean the control valve and check the cam pin for wear.If it has a draft control 3ph, it may be in draft control mode. It'd be better if somebody who has one describes the operation.

Finally got around to pulling the lift cover and there was no linkage between the lever and the inside parts. I don't understand why someone would remove linkage unless there was a problem.
