For your backline, I highly suggest Harpies (You should be able to recruit them real fast in the game as the province island below yours allows Harpies.) If you can't get harpies, than normal bowmen, slingers, and javelin are okay. If you want a full army of 20, I also suggest some cavalry/chariots, other mythical units. Any gradient between infantry and cavalry works well with Sturgia, particularly since the infantry lead up in both lines of cavalry is quite good.
