The flamer mod itself doesn't trigger fire damage, it's the capacitor mod that triggers the fire damage. It only works with the flamer if you add a mod that adds fire damage. With enclave plasmas you can't add a stock, a reflex sight, or a aligned auto Barrel. It has to drop with all 3 already attached Aligned flamer barrel can be added later with a box mod but if you roll a Groll quad it's useless with a flamer. So it's best to roll perfect mods with aligned auto Incase that happens you could always trade it

The sniper barrel was better than the flamer barrel anyway, both powerful and ammo efficient, the normal auto barrel on either plasma rifle is just a waste of ammo, so nice that commando users finally get a decent energy weapon! This is a huge change for Rifleman and Gunslingers.

Farm the mod at the two vendors in Watoga. The Enclave Plasma Rifle with Flamer Mod already attached can also randomly drop from the Dropped Connection event. I've had the most luck at Harper's Ferry, but the others can drop it to, it just seems to be at a lower rate, at least for me. Stabilised flamer can drop already attached on some enclave plasma guns. However Aligned flamer barrel is better as it reduces AP cost in VATS. For a flamer used out of VATS stabilised is fine. If you want to build the gun to use VATS for crit damage then the calibrated beta wave tuner mod adds extra crit damage and burning.Not going to bother anymore.
