I haven't looked in the wheel well of a WL, but your description sounds similar to the wheel wells in the prior generation WK2s, which have a felt/carpet like lining. I think it helps reduce road noise from the tires. I drove through some sloppy road conditions last week, then took the 4xe to the car wash, and the wells cleaned up just fine.

So far I haven't had any issues with brakes or issues detailed in the recent recalls. Your experience is the first I'm hearing about a brake system failure. I'm starting to feel apprehensive about driving this vehicle.
