The tractor has a manual blade engagement. The belt seems really loose when not engaged. You can pull it right off the pulleys with no problem.When the throttle lever was reduced, the governor did its job and began to close the throttle via the arm and linkage by raising the arm. The linkage slipped out of the arm and fell down under its own weight, opening the throttle full.
