I think there's a glitch where if you load in the fog islands from a quicksave it stacks fog effects. Never seen it mentioned but if you try to savescum the islands you lose fps every time. And i have a strong pc.

Black Scratch is a Tech hunter city, seems like it should be more well defended. The problem really is that guardians and citizens in cities do not respawn. It makes "sense" if the player wipes out the entire city.
