Both test at 1017 ohms. (proper number is 1000 ohms +/- 10%) - The coil measures at 2.2 ohms on each part of the primary side (1-2 and 2-3). I can't locate a fuse box either so I am coming to the conclusion there isn't one? All plug ins look okay- connected fully and without any water in them.
