You can disable media syncing in the settings, which may mean that some media won't appear. You may need to 'check media' on your desktop, to see if you have a lot of unused media from deleted imported decks. Its probably because way too many people play this game and Larian implementing in game steam cloud sync instead of just the normal close game > sync which increase the traffic dramatically. Did the same thing: Disabled Cloud entirely, not that I need Cloud since I only use one Device! #2.

It's just making sure the information on your console and the information in the cloud are the same, hence, synchronizing the data.
