RNG. The lost sector location doesn't matter beyond what it says in the legend/master description. If it says exotic arms, you won't get exotic helmets. Even if it doesn't show up as possible rewards, it does still drop exotics (shitty rng of course). I think you need yo be above 1800 for the Legend LS to show. Not sure what the exact cap is but there is some power level below which Legend LS don't show up. The lost sectors can drop any exotic for the slot up for DLC you own. The BL & WQ exotics are just weighted to drop first until unlocked. Shadowkeep exotics are an exception until unlocked as well.
