Yes, at least one of my guilds always has a guild trader. Yes, at least one of my guilds has a guild trader more weeks than not. Sometimes, but not as often as I'd like. Rarely, or in an out of the way location. Never, our guild can't afford it. Never, our guild chooses not to participate. I'm not in a guild.
