Edit 2: just built my heljarchen house and (saved) appointed her as steward there, but then immediately checked and could not make her a follower. She is bugged in the vanilla game. Once you take her as a follower and then have to dismiss her for any reason, she can't be a follower again. You'll need a mod to fix it or console commands.
