As soon as I exit clothing/loadout customization, even after pressing save, it reverts to whatever I had previously. i.e I made 2 presets for Security Breacher, first one with an mp7 and the second with an mp5, pressing the latter loads the former. When it comes to a Sniper loadout (or Marksman Rifle) in Insurgency: Sandstorm, we reckon the best option is the MK 14 EBR. This is a single fire marksman rifle, rather than a Bolt Action Rifle, so it allows for faster follow-up shots than most other snipers in the game.
