Pulled the power lead from the heater and reset power loop with ~12V showing for the circuit to the heater without heater in the loop. So, it seems the heater itself is toasted out. If is does not than it most likely is the Glow Plug / Intake Air Heater Relay, as it should not be needed above 50deg.
