The flashing lights and reboot loop was caused by an cracked AC socket on the UPS powering the TiVo's causing frequent power dropouts. I realise this is likely 3 months too late, but for others who have these exact problems (green LED and 'give me disks' message with no drives, but blinking blue LED with ANY disk added), the solution that worked for me was to replace the power supply.
